FBI Agent John Ripley is tasked with taking over three cases after the death of his partner, FBI Agent Zack Stewart. Each case involves a different person or group who has been involved in criminal activities and Ripley hopes that one of them will lead him to his killer.
The first case involves gangster Joe Walpo, who was killed by a rival gang member while he was hiding out at Connie Anderson's house. The police established that Joe was 400 miles away when Zack Stewart was murdered, but Ripley finds evidence suggesting that Joe was not responsible for the murder.
The second case involves a car-theft gang led by Vince Angelino and his wife Julie. Ripley uses one of the gang members, Vince, to help break up the gang and prevent further crimes.
The third case involves Kate Martell, the victim of an extortionist who threatens to kidnap her child unless she pays him $10,000. Ripley intervenes and successfully negotiates a deal with the extortionist, preventing any harm to Kate or her child.
Throughout these cases, Ripley must navigate complex relationships and deception as he seeks to uncover the identity of his killer and bring justice to those involved in the criminal activities.
