A company produces a toxic chemical, hoping to improve its image through the popular spokesperson, Ricky Coogan. Ricky travels to South America to get a first-hand look at the chemical's effects and finds himself at a mutant freak farm. Elijah, who runs the farm, is only too happy to have new subjects on which to try his freak machine. The very chemical that Ricky is supposed to promote is the one responsible for creating the great variety of freaks. Ricky discovers the truth behind the chemical, but Elijah refuses to believe him. As a result, Ricky is forced to flee from the farm and return home. However, he soon realizes that the chemical has been used to create an army of mutants, and that Elijah is behind it all. Ricky must now fight against Elijah and his army of mutants in order to save the world from destruction. Along the way, he learns more about the chemical and its potential impact on humanity. In the end, Ricky succeeds in defeating Elijah and his army of mutants. He also gains the trust of the public, and is able to promote the chemical as a necessary solution to the problem of mutants.
